Group G — markdown tech-debt cleanup (post-audit 2026-05-02).
- 36 SKILL.md files: added "## When to use" section. Was missing across the
catalog; orchestrator routing by keyword could not auto-dispatch.
- 20 code-implementer agent .md files: added Output Footer block prescribing
RULE 0.16 STATUS-TRUTH MARKER schema in agent's final report. Previously only
code-implementer-rust.md had it; other 27 language/role variants were silent
about the marker, breaking RULE 0.16 §3 status-truth aggregation for non-Rust
batches.
- skills/site-create/: added phase-5-preview.md and phase-6-deploy.md skeleton
files. SKILL.md table-of-contents referenced 7 phases; only 5 existed on disk.
- skills/{ai-animation,rag-pipeline}/skill.md: added migration banner comment
noting they should be SKILL.md (canonical filename). Case-rename via git is a
separate orchestrator task (macOS APFS is case-insensitive; Linux deploy needs
explicit rename).
- 3 deprecated skills (site-builder, competitor-analysis, design-inspiration):
added concrete removed-after dates (was vague "before v2").
- docs/CONVERGENCE-PLAN.md:129: TBD on _blocks/evidence-grading.md duplicate
resolved (file exists, not duplicated).
- docs/DNA-INDEX.md: count edits made then overwritten by auto-encyclopedia-refresh
hook during agent run. The .kei-registry-ignore files in test fixtures (Group F)
are the structural fix; kei-registry walker implementation is the follow-up.

When to use
- Bootstrapping documentation for a new or existing repo (CLAUDE.md, DECISIONS.md, README, runbook, CHANGELOG).
- Auditing gaps in existing docs and generating missing files from KeiSeiKit templates.
- Auto-detecting project type and stack to produce the right starter documentation set.

You are bootstrapping or auditing the documentation layer of a repository. The pipeline runs 5 phases in order; each phase owns one concern and has its own verify-criterion. Never skip a phase. Never re-order.
This SKILL.md is the INDEX. Each phase lives in its own file.

Minimum AskUserQuestion count: 5 (one per phase). Phases 3-5 each have an early "Skip this phase" option to keep a lightweight run short.

Rules (apply throughout)
- Pure-click contract. Every phase has exactly one
AskUserQuestioncall. Only Phase 1a takes free-text (the target directory path). - NO DOWNGRADE (RULE -1). If scaffolding fails, return 2-3 concrete alternative paths; never "can't be done".
- NO HALLUCINATION (RULE 0.4). Every primitive / block / template
referenced MUST exist on disk. Phase 1 greps before citing. Phase 2
verifies
kei-docs-scaffold.shis executable before invoking. - Plan Mode First (RULE 0.5). This skill IS the plan. No Edit/Write before the corresponding phase's confirm click.
- Constructor Pattern (RULE ZERO). This
SKILL.mdstays < 200 LOC. Each phase file < 80 LOC. - Surgical Changes. Scaffold only creates files; never modifies code.
Only touches:
CLAUDE.md,DECISIONS.md,docs/runbook.md,README.md,docs/diagrams/*.mmd,CHANGELOG.md. Never edits source. - Idempotent. Re-runs skip existing files unless
--forceis passed in Phase 2. No duplicate ADR numbering in Phase 3. - Public-publish gate. README scaffold refuses to write if the repo is
on the banned-public list (see
~/.claude/rules/security.md). User must type "yes, deploy" + "confirm publication" to override.
