ci: re-trigger after billing budget set to $20

Actions budget was $0/$0 (treated as 100% spent) → all jobs rejected
at allocation. Set to $20 with 'Stop usage' safety net. Expected
monthly burn post-v0.31.1 cost-opt: ~$5-10.
